Mobilising the minorities as voting blocks - so that politicians will cater to their sectional interests - has been another response.

Those in positions of power in a system rarely question it.  Partly because they benefit from it.  Partly because they voluntarily entered it and so usually believed it to be worthwhile.  These people are usually operating in good faith (quite scary I think).</description>
